慶祝UN/WP.29成立70周年、聯(lián)合國(guó)《1958年協(xié)定書》簽署65周年活動(dòng)在瑞士日內(nèi)瓦舉辦
2023年3月7日，慶祝聯(lián)合國(guó)世界車輛法規(guī)協(xié)調(diào)論壇（UN/WP.29）成立70周年、聯(lián)合國(guó)《1958年協(xié)定書》簽署65周年活動(dòng)在瑞士日內(nèi)瓦舉辦。來自聯(lián)合國(guó)歐洲經(jīng)濟(jì)委員會(huì)（UNECE）成員國(guó)、WP.29下轄協(xié)定書締約方、非政府組織的約150位代表出席紀(jì)念活動(dòng)。工業(yè)和信息化部裝備工業(yè)一司汽車發(fā)展處陳春梅調(diào)研員及中國(guó)汽車技術(shù)研究中心有限公司中國(guó)汽車標(biāo)準(zhǔn)化研究院（以下簡(jiǎn)稱標(biāo)準(zhǔn)院）、中國(guó)汽車標(biāo)準(zhǔn)國(guó)際化中心（日內(nèi)瓦）的代表參共計(jì)6人加活動(dòng)。

本次紀(jì)念活動(dòng)總結(jié)了過去70年間WP.29在促進(jìn)全球道路交通安全、環(huán)境保護(hù)和貿(mào)易進(jìn)步方面作出的卓越貢獻(xiàn)，進(jìn)一步強(qiáng)調(diào)了《1958年協(xié)定書》的重要作用。聯(lián)合國(guó)道路安全特使為本活動(dòng)致以賀信，UNECE秘書處、可持續(xù)運(yùn)輸司司長(zhǎng)發(fā)表講話，出席WP.29第一屆全體會(huì)議和《1958年協(xié)定書》創(chuàng)始締約方及WP.29前主席、前秘書、行業(yè)和非政府組織發(fā)表感言。
WP.29是聯(lián)合國(guó)框架下永久性工作組,是國(guó)際上唯一的全球汽車法規(guī)協(xié)調(diào)平臺(tái)。目前，WP.29共有63個(gè)協(xié)約方，下轄共3個(gè)協(xié)定書（《1958年協(xié)定書》、《1998年協(xié)定書》、《1997年協(xié)定書》），在協(xié)定書框架下共有168項(xiàng)聯(lián)合國(guó)法規(guī)（原ECE法規(guī)），23項(xiàng)全球技術(shù)法規(guī)（GTR）。中國(guó)自1996年參加WP.29活動(dòng)，自2000年作為WP.29締約方正式參與其框架下全球汽車法規(guī)協(xié)調(diào)工作，近年來作為WP.29下屬自動(dòng)駕駛與網(wǎng)聯(lián)車輛工作組（GRVA）副主席以及電動(dòng)汽車安全(EVS)等5個(gè)非正式工作組副主席和聯(lián)合主席，在其工作規(guī)劃及國(guó)際法規(guī)制修訂工作中作出了實(shí)質(zhì)性貢獻(xiàn)。標(biāo)準(zhǔn)院受工信部委托承擔(dān)WP.29中國(guó)工作委員會(huì)（C-WP.29）秘書處職能，未來將持續(xù)為政府與行業(yè)參與WP.29活動(dòng)做好支撐與服務(wù)，提升我國(guó)汽車標(biāo)準(zhǔn)國(guó)際化水平，推動(dòng)全球汽車產(chǎn)業(yè)健康可持續(xù)發(fā)展。
Activities celebrating the 70th anniversary of UN/WP.29 and the 65th anniversary of establishment of the UN 1958 Agreement were held in Geneva, Switzerland
On 7 March 2023, activities celebrating the 70th anniversary of UN World Forum for the harmonization of vehicle regulations (WP.29) and the 65th anniversary of establishment of the UN 1958 Agreement were held in Geneva, Switzerland. 150 representatives from the member states of UNECE, Contracting Parties to WP.29 agreement, and NGOs attended the event. The 6-people Chinese delegation including Chen Chunmei, Consultant of the Automotive Development Division of the First Department of Equipment Industry, Ministry of Industry and Information Technology of the P.R.C., and representatives of China Automotive Standardization Research Institute of China Automotive Technology and Research Center Co., Ltd. (hereinafter referred to as CASRI) and China Automobile Standards Internationalization Center (Geneva) participated in the event.
The event made recognition of the remarkable contribution made by WP.29 to global road safety, environmental protection and trade growth over the past 70 years, and further highlighted the important role of the 1958 Agreement. The UN Special Envoy for Road Safety sent a congratulatory letter to the event, and Executive Secretary and the Director of Sustainable Transport Division of UNECE also made the speech. The Contracting Parties which attended the first WP.29 session, the founding parties to the 1958 Agreement, the former chairs and former secretary, and representatives from the industries and NGOs made addresses on the event as well .
WP.29 is a permanent working group under the framework of the UN, which is the only global vehicle regulation harmonization platform in the world. There are 63 Contracting Parties in WP.29. WP.29 manages 3 agreements (i.e. 1958 Agreement、1998 Agreement and 1997 Agreement) which attach 168 UN Regulations( formerly know as ECE Regulations) and 23 Global Technical Regulations(GTR). China has participated in the WP.29 activities since 1996, and officially participated in the harmonization of world vehicle regulations under the WP.29 framework as a Contracting Party since 2000. In recent years, China serving as the Vice Chair of WP.29/GRVA and the Vice Chairs and co-chairs of five informal working groups including EVS has made substantial contributions to the work planning and the formulation and revision of international regulations. Entrusted by the Ministry of Industry and Information Technology of the P.R.C., CASRI serves as the secretariat of C-WP.29 and in the future will continue to provide support and services for the government and the industry to participate in WP.29 activities, improve the internationalization level of China automotive standards, and promote the healthy and sustainable development of the global automotive industry.
